Senior Monitoring and Evaluation Officer

The USAID-funded Partnership for Economic Growth program is seeking applications from qualified nationals for the position of Senior Monitoring and Evaluation Officer.

The Senior Monitoring & Evaluation (SM&E) Officer will implement the collection of program data through conducting visits to Partnership activity sites, reviewing grantee and other partner reports, tracking progress of activities, helping with the analysis of data, and assisting in the reporting of program data to document the project’s performance. In addition to monitoring and evaluation of activities that are already underway, the Senior M&E Officer, will support the Partnership’s research activities such as its annual M&E survey, business perception survey, and analyses used to prepare new activities. The M&E Officer will be responsible for maintaining and updating the program database with program data and verification documentation which facilitates timely reporting. Accurate and comprehensive performance reporting of project results is a critical element of the Partnership project. This information, presented in Weekly, Quarterly, Annual Reports, and other information documentation guides senior managers in their assessments of project impact, assists managers in staffing and resource allocation decisions, and provides an historical reference useful for determining benchmarks, trends and accomplishments. The Senior M&E Officer will also be responsible for coordinating with USAID’s third party monitoring firm, including regularly providing the appropriate monitoring data for the third-party monitor’s clearinghouse database.

 

Responsibilities:

1. Advise the Partnership senior management on all M&E tasks, including, but not limited to: the design, adoption, measurement, and reporting of performance indicators;

2. Maintain and update the M&E and Sub-activity tracking database, storage (hard copy and electronic copy), and verification/monitoring system;

3. Manage and conduct field site visits, using standard report formats, to confirm performance data, confirm sub-activity status, collect program data, and/or assess whether the sub-activity met its objective;

4. Follow-up field site visit findings with Partnership senior management, document follow-up activities for urgent issues;

5. Ensure that appropriate data collection procedures are maintained and updated for realistic, accurate tracking of performance indicators;

6. Ensure that required verification documentation is stored in the required locations, and is available to Partnership senior management, the donor, and the third party monitoring firm when needed;

7. Provide program data for Partnership reporting requirement for reports by the deadlines (weekly situation reports, quarterly, annual reports, and any special reporting requests from senior managers);

8. Provide an analysis of the data quality of each performance indicator, as part of the reporting process;

9. Utilize and adhere to standardized project analysis tools and formats for presenting M&E findings; 

10. Oversee and manage the monitoring and verification processes of the Partnership’s sub-activities to required standards;

11. Conduct ad hoc data analysis, special research, or studies at the request of the Partnership’s Program Manager; and

12. Coordinate with the Partnership’s Communications Specialist on information and reporting requirements.

 

Specific Tasks:

1. Use the Partnership’s approved Monitoring and Evaluation Plan (M&EP) to ensure all data collected meets the specified performance requirements;

2. Determine how baseline data from perception surveys and other sources can be incorporated into the M&E performance tracking system in keeping with USAID instructions;

3. Make adjustments to the M&EP as necessary to ensure that suitable indicators are being used to report on Partnership activities as they are developed and implemented;

4. Work closely with the DAI Home Office M&E Advisor and/or management information system (MIS) experts and/or GIS experts on updates and improvements of the Partnership’s M&E systems, including data quality assessments and audit risks;

5.  Ensure that the M&E data tracking system includes methods for quality checks and that data quality standards are being continuously adhered to in the collection and reporting of performance indicator data;

6. Maintain and manage guidelines for the M&E system in streamlining and improving the quality and reliability of its data tracking, analysis and reporting procedures, for bi-weekly reports, quarterly reports and periodic reviews by USAID;

7. Ensure all relevant and accurate M&E data is included in project deliverables, such as quarterly reports;

8. Manage M&E training for project staff, as well as guidance and instruction in data collection and integrity of field data;

9. Liaise with USAID/East Africa's third party monitoring contractor for Somalia, IBTCI;

10. Support the timely completion of surveys and other research projects by working closely with  the research subcontractors, support in training their staff, analysis of statistical data, and contribute to ensuring that research is completed to high standards;

11. Other duties as assigned by the Program Manager.

 

Qualifications:

¨ Requires minimum of BA in a Social Science field;

¨ Training and/or experience in monitoring and/or evaluation of program activities;

¨ At least five years working experience and at least three years experience in M&E or related field.  Having post-graduate qualifications would count for some of the years of experience..Requires a minimum of 2 years experience working on academic research, databases, program implementation, interview techniques, data analysis, field research, statistical analysis (must have experience with at least 3 of these areas);

¨ Oral and written fluency in English and Somali languages

¨ Familiarity with GIS a plus;

¨ Experience in working with international organizastions in an M&E portfolio, and knowledge of USAID (and/or other donor) data quality standards a plus;

 

Duty Station: Hargeisa, Somaliland, with travel to Puntland

Reporting: The Senior M&E Officer will report to the Program Manager, and coordinate with the Senior Communications and Community Outreach Officer/Specialist.
