Partnership for Economic Growth Project, USAID/DAI Contract No. AID-623-TO-11-00001

“Economic Growth Survey”

DAI invites local firms/NGOs in Somaliland to submit a best-price proposal for a series of three perception surveys funded by the U.S. Agency for International Development (USAID) under the Partnership for Economic Growth Project (Partnership) implemented by Development Alternatives, Inc. (DAI). The purpose of the Partnership is to help local authorities and private sector groups improve the enabling environment for investment, generate more productive employment and improve other livelihood activities.  Currently operating in Somaliland, the program anticipates expanding. The program has two focus areas: overall private sector development, including women’s business development; and strengthening specific productive value chains, including livestock and agriculture.

 

This RFP calls for an offeror to implement three (3) iterations or "waves" of the survey in 2011, 2012, 2013. Survey wave one, to be conducted in September 2011, will establish a baseline of public perception for evaluating the program performance in 2012 and 2013. The survey will be implemented in the following six (6) broad regions of Somaliland: Awdal-Borama, Sahil-Berbera, Togdheer-Burao, Sanaag-Erigavo, Sool-Las Anod, and Maroodijeex-Hargeisa. Survey waves two and three may incorporate areas of Puntland. The survey will use a standardized questionnaire to collect quantitative data from a 900-person statistically representative sample of the population of the six regions. All work on the baseline survey should be completed in two months from the award of the subcontract.  Proposals submitted in response to this RFP should focus on how the offeror would implement the baseline survey if selected by DAI.

 

Offerors will use the available population data to design a detailed plan for drawing a 900-person sample proportionate to the size of the combined adult population (18 years old and over) and its distribution across the urban and rural areas of each region. Offeror's will provide a detailed staffing plan, monitoring of enumerators, implementation timeline, documentation of financial capacity to undertake the work, and a detailed budget.

 

The implementation of survey wave two in 2012 and survey wave three in 2013 will be optional for DAI. Upon the completion of wave one the performance of the selected subcontractor will be evaluated to determine whether DAI intends to exercise the option years.
